House Passes Bill to Prohibit Federal Funding of Abortions in Health Plans

The House passed HR 358, the Protect Life Act on October 13, 2011, which amends the Patient Protection and Affordable Care Act (PPACA) (ObamaCare) to prohibit federal funds from being to used to cover any part of the costs of any health plan that includes coverage of abortion services. It also requires that any private health plan must provide to individuals health plans that omit abortion payments, and the premiums for such plans to be modified to reflect such omissions. In addition, the bill prohibits any government health plan from discriminating against any private health facility for their refusal to perform abortions, or refusing to train personnel in abortion procedures.

Fifteen Democrat Representatives joined 236 Republicans in support of the measure, with two Republicans, Judy Biggert, Illinois 13th District, and  Richard L. Hanna, New York 24th District, voting against the bill.
